WRA evaluated existing plant solids production data to quantify long-term sludge projections and characterize the solids and project future sludge quantities for processing through the heat drying facility. Subsequently, a comprehensive RFP was prepared for use in the evaluation of responders and selection of a privatization contractor to design-build and operate a heat drying facility. WRA prepared the contract documents for siting the heat drying facility, providing the interface with the plant solids handling facilities and implementing construction of the heat drying facilities in conjunction with the ENR upgrades, also designed by WRA.
WRA developed detailed contractual requirements, enabling the construction for the heat drying facility to be incorporated in the ENR construction contract. Both projects were constructed simultaneously on a rather restricted site, which required substantial coordination to avoid interferences.
