Division D - JBAB Overflow and Diversion Structures. .
Division D is located on the Joint Base Anacostia Bolling (JBAB) military facility. The project includes a Diversion Chamber constructed around the Potomac Outfall Sewer; Overflow Structure which is to convey flow to the Potomac River; and an Odor Control Facility. The diversion chamber will divert flow to a tunnel shaft through the tunnel to the Blue Plains Advanced Wastewater Treatment Plant. The Overflow Structure will allow controlled overflow from the tunnel to the Potomac River while providing solids and floatable control with a combination of fixed screens and weirs. The two structures are reinforced concrete with landscaping and aesthetic treatments to meet JBAB requirements including a new seawall, ornamental fencing and pavers for a Potomac River overlook. Twenty-six additional sites will be modified to include instrumentation to allow the tunnel system to be placed in operation.

WRA is responsible for all design activities for this design-build project including rerouting of existing utilities, design of the overflow structure, diversion chamber and odor control structure. Above-grade improvements include a Potomac River overlook and playground amenities on the JBAB site.
Geotechnical
WRA’s geotechnical group is responsible for ground monitoring instrumentation and foundation designs to ensure adjacent structures are not impacted during construction. WRA will perform reviews of support of excavation designs as part of the QA process.

The site design will incorporate JBAB requirements for a new river overlook, restroom facilities and playground equipment. Design includes grading and paving plans, temporary plans for Contractor access and JBAB approval.
Structural
WRA will design the Diversion Chamber while overseeing the designs for the Overflow and Odor Control structures. Structures are to meet a 100-year design life with exposed features meeting JBAB requirements. Aluminum will be used for the internal weirs and screens.
Architecture
The exposed seawall of the Overflow Structure will contain a stone veneer to meet JBAB requirements. Ornamental railing and removable panels with architectural treatments will be included in the top slab as part of a Potomac River Overlook.
Landscape Architecture
Landscaping will be provided to restore the site to its original use as a playground/park with new trees, shrubs and grasses.
Electrical
Conduits for power and control to the facilities will be provided for instrumentation and maintenance including the twenty-six start-up locations.
Environmental
Permits and approvals were obtained from: National Park Service, US Army Corps of Engineers, Commission of Fine Arts, National Capital Planning Commission, DC Historic Preservation Office, District Departments of Transportation, Environment, Consumer and Regulatory Affairs and the Sports and Entertainment Commission.
