Transit Support for Three Rivers Regional Commission. Griffin, Georgia.

Three Rivers Regional Commission (TRRC), a 10-county regional planning organization headquartered in Griffin, Georgia retained WRA to provide technical assistance for their rural transportation services.

WRA reviewed the GDOT Agreed-Upon Procedures, related grant contracts and FTA circulars and regulations and compared the audit findings with FTA regulations and guidance. Since the final GDOT report was issued, WRA has worked with GDOT’s consultant to resolve the audit findings and assisted TRRC with negotiations with a new contractor.

WRA is now preparing a regional Transit Development Plan to assess the mid-term and long-term transit needs, fleet capacity, costs, vehicle replacement schedule, and ongoing financial capacity. As part of this effort, WRA is forecasting vehicle mileage and replacement needs, conducting detailed demographic forecasting and analysis, and examining alternative delivery methods. An interesting preliminary finding is that two of the 10 counties have a growing senior population (over 65) despite seeing declining total population. This presents new mobility demands as well as funding challenges.
