Blueprint for a Bicycle-Friendly Delaware. Delaware.

This comprehensive policy plan is designed to help the Delaware Department of Transportation and other agencies make Delaware the nation’s most bicycle-friendly state.

WRA used an inclusive public process to help DelDOT develop the Blueprint, which has the guiding principle of promoting locally-based bicycle planning within a coordinated statewide framework. WRA led DelDOT and key stakeholders in establishing a community-supported vision and goals and recommending a series of innovative strategies for planning, design, coordination, and communication. The Blueprint specifies 66 recommended actions, ranging from revisions to internal DelDOT processes to preparation of comprehensive bicycle facility design guidance. The plan was crafted in a user-friendly format to jumpstart implementation and benchmark progress. It includes an illustrative toolkit to guide local bicycle plan development, a prioritization process for DelDOT to evaluate projects recommended by those local plans, and a set of performance measures. Implementation began immediately after the Blueprint was adopted.
