City Avenue Corridor Connectivity Plan. Philadelphia, Pennsylvania.
Lower Merion Township and the City of Philadelphia have adopted zoning changes that allow for higher density development and improved retail development in the City Avenue corridor, one of the largest employment centers in Pennsylvania. Working with the municipalities and the City Avenue Special Services District, WRA prepared a multimodal plan to ensure that the redevelopment relies as much as possible on access by transit, walking, and bicycling. The purpose of the Connectivity Plan was to shift automobile trips associated with current and future development to other modes, especially transit. The study included transit operational analyses, consideration of a shuttle service, review of access to bus stops and three SEPTA regional rail stations, and comprehensive pedestrian and bicycle connections. Input was sought through three public workshops, focus group meetings, and a study advisory committee.

Pedestrian/Bicycle
WRA prepared an inventory of pedestrian and bicycle facilities in the study area and made improvement recommendations, particularly around three SEPTA regional rail stations. A road diet along Presidential Drive will provide bike lanes and a median island for pedestrian safety.
Planning
Multiple agencies and a diverse set of stakeholders were involved in the development of the plan. Recommendations support the mobility elements of the Township’s comprehensive plan as well as the City’s ongoing area-wide planning efforts.
