WRA Expands Its Planning Practice.

Sam spent twenty-seven years of her career with the Maryland Department of Transportation in various positions at the MDOT-MTA and MDTA. She was the Director of Planning at MDTA, providing leadership for Project Planning, Capital Budget Management, Government Relations, Strategic Planning, and Real Estate. Prior to her position at MDTA, she served in various positions throughout her twenty-two years at the MTA, including Deputy Administrator overseeing the departments of Planning and Statewide Grants, Engineering, Communications, Government & Community Relations and Customer Service.  Other positions held included Director of Government & Community Relations, Chief of Capital Programming and Statewide Transportation Grants Representative. 


During her time at the MDTA, she worked with the Task Force on Traffic Capacity Across the Chesapeake Bay, public outreach for the early phases of the Intercounty Connector, the planning for the new MDTA I-95 Travel Plazas, and the internal development and oversight of the MDTA’s agency-wide prioritization of capital projects and funding. During Sam’s years with the MTA, she developed funding and legislative strategies for: 

- The MTA’s first major overhaul of all 100 Metro cars.
- Yearly fleet replacement for 650 buses.
- Automatic Vehicle Locators and cameras on all buses.

She also assisted in the development and implementation of the statewide commuter bus service and grants program for statewide local bus services.
