Tim Cotter, PE, CQM Joins WRA.

We are pleased to welcome Tim Cotter, PE, CQM as a Senior Construction Manager in our Construction Management Group, a position he accepted after over 38 years of managing various planning, design and construction programs for the Federal Government. Tim recently retired from the USACE Baltimore District where for the past nine (9) years, he served as Aberdeen Proving Ground’s (APG) Supervisory Engineer and Contracting Officers Representative (COR). Prior to working at APG, Tim worked for nearly thirty (30) years with the Navy, including NAVFAC (Norfolk) and Philadelphia Naval Shipyard.

He oversaw the design and construction of several WRA projects at APG and the Edgewood Area facilities including the 20th Support Command HQ and Edgewood Wastewater Plant Upgrades. In addition, and just prior to his retirement, he was supervising eight (8) concurrent APG projects with a construction value exceeding $110 million.

It is the intent to have Tim oversee future USACE and NAVFAC construction management and construction inspection projects as well as serve as a training resource for USACE construction management software including the Corps’ Resident Management System (RMS).
