Lisa Choplin, Associate, Joins WRA.

WRA is proud to announce that Lisa Choplin, Associate, has joined our team to enhance our Alternative Project Delivery Program.

Lisa B. Choplin has over 33 years of experience in the transportation industry having spent the last 21 years leading the development and delivery of projects using alternative project delivery procurement methods; including public-private partnerships, design-build and construction management at-risk. Lisa was instrumental in the development and expansion of Maryland Department of Transportation State Highway Administration’s (MDOT SHA) Alternative Delivery Program having spent 11 years as the Chief of the Innovative Contracting Division. Most recently, she was the Director of the I-495 & I-270 P3 Program Office for MDOT SHA where she was directly responsible for the development and delivery of MDOT's first highway transportation P3 and the largest active highway P3 in the U.S. valued at $9 – 11 billion, covering over 70 miles of the most significantly congested interstate roadways in Maryland. During that time, she led a large diverse workforce covering planning and engineering, commercial development, tolling coordination, solicitation, and communications. Lisa will use these leadership skills to support the strategic growth of WRA’s services in alternative project delivery.
