Mobility Division – Voluntary Cleanup Program. City of Baltimore, Maryland.

MTA was considering developing an 11 acre site within the City of Baltimore. Historical land uses indicated the presence of recognized environmental concerns. MTA elected to enroll the site in the Maryland Department of Environment-Voluntary Cleanup Program (VCP).

WRA worked closely with MTA Planning to develop an Administration and Maintenance Facility on the site. Under the VCP, a Response Action Plan (RAP) was required in order to implement land use controls for both site development and long term operations. WRA conducted testing, coordinated with MDE, prepared a Draft RAP, conducted a public hearing and finalized conceptual plans for the proposed site development.
