As part of the 2005 Base Realignment and Closure (BRAC), DoD will be relocating 6,400 personnel to Mark Center and to help alleviate congestion to and from BRAC 133 site, a direct HOV access ramp from I-395 HOV lanes to Seminary Road was evaluated.

WRA prepared an Environmental Assessment (EA) to evaluate transportation alternatives to improve traffic congestion on ramps at I-395 and Seminary Road and address the need for adequate transit vehicle and High Occupancy Vehicle access to the Mark Center an established, 350-acre mixed-use development located west of I-395 and south of Seminary Road. WRA was also responsible for conducting all public outreach. This project schedule was accelerated and FHWA issued a Finding of No Significant Impact (FONSI) within 11 months of Notice to Proceed.
